There are a lot of misconceptions about the transfer process. Most of
the rumors are simply not true. The process is actually very easy.
The most misunderstood rule is that you have to get a license, that is
false. You simply fill out an application for transfer, which is called
a Form 4. I, as your dealer, fill out the majority of it. The next
step is to take it to your local Sheriff in which he has to sign the form,
stating he knows you will be getting in some Class 3 items for collection or
investment, while you're there you need to get two fingerprint cards completed
which accompany the form and two photo's of yourself which are attached to the
form itself. I usually take those at my shop. The last step is to
write a $200.00 check to the Dept. of Treasury for the transfer tax. You
then send it back to me. I'll complete the Form 4 and mail it to
BATF. It usually takes 3-4months to get the approval form back, that's
the worst thing about the whole process. After I have received it you
can pick your item up. You only fill out the Form 4 and pay the tax
once, there is no renewal or up keep with the paperwork.
It is your constitutional
right to own and bear Class 3 weapons. You should not be intimidated by
the process to own them legally.
